Public Accounts Committee Opens Inquiry on Government Support for Biomass

10 February 2025

The Public Accounts Committee has launched an inquiry into the Government’s support for biomass and is currently accepting evidence from stakeholders until February 13th, 2025.

The UK Government has reaffirmed its commitment to biomass as a key component of its strategy to achieve net zero emissions by 2050. The inquiry is seeking evidence and insights from stakeholders to ensure that the industry meets high standards of sustainability and contributes effectively to the nation’s climate goals.

Since 2002, the Government has provided over £20 billion in financial support for businesses and households using biomass for fuel. This support has been instrumental in promoting biomass as a low-carbon alternative to fossil fuels. In 2022, biomass accounted for 11% of the UK’s electricity generation and 6.4% of its heat production.

However, a recent report by the National Audit Office (NAO) highlighted concerns about the adequacy of current arrangements to ensure the sustainability of biomass. The report emphasised the need for robust monitoring and assurance mechanisms to provide confidence that the industry is meeting sustainability standards.

The inquiry by the Public Accounts Committee aims to address these concerns by examining:

  • The current role of biomass in generating heat and power.
  • The Government’s schemes to support biomass deployment.
  • The effectiveness of sustainability assurance measures.

The Committee will hear from senior officials at the Department for Energy Security and Net Zero (DESNZ) and other key stakeholders to gather evidence and recommendations.

The inquiry is currently accepting evidence from stakeholders until February 13th, 2025. The Committee encourages submissions from individuals and organisations with insights into the challenges and opportunities facing the biomass industry.
